Who scores a city when two players have meeples in it in Carcassonne?

Most meeplesShort answer

The player with the most meeples on the feature scores all of its points. If players tie for the most, every tied player scores the full points. Players with fewer meeples score nothing.

The rule:

In Carcassonne, when two players have meeples in a city, the one with the most meeples scores all its points; if they tie for the most, each tied player scores the full points, and anyone with fewer scores nothing.

This applies to every feature: roads, cities, monasteries and fields.

  • Most meeples wins: that player scores the feature’s full points.
  • Ties: all players tied for the most score the full points. Nobody splits anything.
  • Fewer meeples: no points for that feature.

Everyone with a meeple on the scored feature takes it back afterward, including players who scored nothing. Fields are the exception, because farmers stay until the end.

Example:

A finished city is worth 10 points. You have 2 knights in it and Yellow has 1. You score 10 and Yellow scores nothing. If you each had 1 knight, you'd both score 10.

Why players argue about it:

People expect the points to be split, or think the first player in the city wins. The rule is a majority, and ties are generous: everyone tied gets everything.
